As far as I know according to immigration law then in theory you can get a Romanian buletin after about three years if you are married to a Romanian, and after about six years if not (but I am not certain, so don't quote me on this). Maybe you could find info on the Romanian Embassy's website in the US or by going to your local police (where you get your permis de sedere) and asking there. I don't know if there is any other way.
